Signing of a Memorandum of Understanding (MoU) with the OHDSI and TIAI associations (Taiwan, China): connecting global health data and promoting the development of a smart hospital

On the afternoon of 25 March 2026, Vietnam National Children’s Hospital officially signed a Memorandum of Understanding (MoU) with the Observational Health Data Sciences and Informatics (OHDSI) Association and the Taiwan Association of Artificial Intelligence (TIAI), Taiwan, China—marking an important step in the Hospital’s strategy for digital transformation and international integration.

The Hospital’s representatives and the two associations signed the Memorandum of Understanding (MoU).

The cooperation agreement focuses on implementing and completing an electronic medical record (EMR) system, standardizing and effectively utilizing health data, and promoting artificial intelligence (AI) applications in hospital management and clinical care, toward a smart hospital model. The event took place in the context of the Government of Viet Nam and the Ministry of Health accelerating policies related to digital transformation in the healthcare sector. Resolution No. 57 on the development of science, technology, and innovation, together with Resolution No. 72 on the digitization of citizens’ health information systems, is laying an important foundation for innovation in the health sector.

The event marked an initial step toward cooperation in health data and artificial intelligence.

In his remarks at the ceremony, Prof. Dr. Tran Minh Dien, Director of Vietnam National Children’s Hospital, expressed his appreciation in welcoming the expert delegation to visit and work with the Hospital. Prof. Dr. Tran Minh Dien emphasized that cooperation with reputable organizations in the fields of health data and artificial intelligence not only helps drive digital transformation, but also opens opportunities to improve the quality of medical examination and treatment and to strengthen international integration. In modern medicine, health data play a foundational role across activities ranging from diagnosis and treatment to hospital management and scientific research. Therefore, building a standardized, interoperable EMR system that can be effectively utilized is a key long-term strategic task.

Prof. Dr. Tran Minh Dien emphasized the role of digital transformation in healthcare in hospital management, clinical care, and scientific research.

The Hospital committed to closely coordinating with partners to implement the cooperation contents in a practical and effective manner, aligned with real-world conditions in Viet Nam; at the same time, to strengthen professional exchange and promote collaboration among research groups and experts, toward the goal of improving the quality of pediatric healthcare.

From the data perspective, Prof. Hsu Min–Huei, President of OHDSI, stated that OHDSI has implemented cooperation with more than 300 hospitals in over 30 countries worldwide. With this experience, OHDSI will support Vietnam National Children’s Hospital in developing an EMR system in accordance with international standards, serving as a foundation for building a smart hospital. According to Prof. Hsu Min–Huei, data standardization not only improves management efficiency but also creates opportunities to connect to global research networks and develop AI applications to enhance the quality of healthcare services.

From the technology perspective, Dr. Lu Lan Chin, Chief Executive Officer of TIAI, stated that TIAI will engage in comprehensive cooperation with Vietnam National Children’s Hospital in strategic consulting, technology transfer, the application of AI in clinical care, and the development of a smart hospital model. According to him, this cooperation is not limited to a single institution but aims at a broader network, as OHDSI and TIAI will jointly support multiple major hospitals in Viet Nam to promote data sharing, workforce training, and research collaboration, thereby contributing to improving healthcare quality among the parties.

Immediately after the signing ceremony, the three parties held in-depth discussions on the 2026 cooperation plan. At present, Vietnam National Children’s Hospital is implementing a structured digital transformation strategy, step by step strengthening infrastructure, data systems, and human resources. In this process, several models will be piloted in key units before scaling up—particularly the direction of developing a “smart ICU” model in intensive care to improve treatment effectiveness for critically ill pediatric patients.

The signing of the MoU with OHDSI and TIAI is expected to provide significant impetus for Vietnam National Children’s Hospital to accelerate its digital transformation, progressively build a smart hospital, improve the quality of medical examinations and treatments, and integrate with modern healthcare systems worldwide.
