On the morning of 12 June 2025, the 22nd Congress of the Party Committee of Vietnam National Children’s Hospital for the 2025–2030 term concluded successfully, completing all agenda items. The event held enormous political significance, reviewing the 2020–2025 term, setting strategic objectives and solutions for the next term, and electing the new Executive Committee.

The Congress was honored to welcome Comrade Nguyen Anh Cuong – Permanent Deputy Secretary of the Dong Da District Party Committee and Chairman of the Dong Da District People’s Council; Comrade Nguyen Thi Minh Hien – Member of the Standing Committee of the District Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Dong Da District, and Head of Task Force No. 7 overseeing the Congress; Comrade Nguyen Hong Son – Member of the Standing Committee of the Party Committee and Director of the Department of Personnel and Organization under the Ministry of Health; representatives from the Department of Internal Political Protection of Hanoi City Police; Task Force No. 7; and representatives from the People’s Committee and Police of Lang Thuong and Ngoc Khanh Wards.

From Vietnam National Children’s Hospital, the Congress welcomed Assoc. Prof. Dr. Tran Minh Dien – Secretary of the Party Committee and Director of the Hospital; Dr. Cao Viet Tung – Deputy Secretary of the Party Committee and Vice Director; members of the 21st-term Party Executive Committee (2020-2025); and 193 official delegates elected from grassroots Party cells across the Hospital.

In his opening address, Assoc. Prof. Dr. Tran Minh Dien, Secretary of the Party Committee and Director of Vietnam National Children’s Hospital, emphasized: “The preparations for the Congress were carried out methodically, meticulously, and in full compliance with established procedures. We place our firm trust in the success of this Congress, guided by the spirit of upholding heroic traditions and the shared determination to build a sustainable, high-quality Vietnam National Children’s Hospital.”

The Congress focused on three key agenda items:

  • Reviewing the implementation of the Resolution of the 2020–2025 Party Congress and determining the orientation, objectives, tasks, and solutions for the 2025–2030 term;
  • Discussing and contributing feedback to the draft documents of the 14th National Party Congress;
  • Electing the Executive Committee of the Vietnam National Children’s Hospital Party Committee for the 22nd term (2025 – 2030).

Fulfilling Political Duties Comprehensively

During the 2020–2025 term, Vietnam National Children’s Hospital faced numerous challenges due to the COVID-19 pandemic, changes in legal regulations, and new societal trends. However, under the consistent leadership of the Party Committee and the unity and determination of all staff, the hospital, as the leading pediatric facility in the country, achieved outstanding results in medical care, training, scientific research, international cooperation, epidemic prevention, grassroots healthcare guidance, and hospital management.

The Party Committee of Vietnam National Children’s Hospital Fully Delivers on Its Political Mandate

During the 2020–2025 term, Vietnam National Children’s Hospital faced numerous challenges, including the impacts of the COVID-19 pandemic, evolving legal frameworks, and emerging societal trends. Nevertheless, under the consistent leadership of the Party Executive Committee and the unity and determination of all officials, civil servants, and public employees, the hospital—recognized as the nation’s leading pediatric institution—achieved remarkable accomplishments across multiple areas: medical examination and treatment, professional training, scientific research, international cooperation, epidemic prevention and control, regional guidance, and hospital governance.

ACHIEVEMENTS IN DELIVERING POLITICAL MANDATES (2020–2025 TERM)

Medical Examination and Treatment

  • Provided safe, high-quality, and specialized care for over 1 million pediatric outpatient visits and more than 100,000 inpatient admissions annually. Mortality rate significantly reduced from 0.46% (2020) to 0.27% (2024).
  • Successfully performed 55 liver transplants, 36 kidney transplants, and 108 bone marrow transplants; more than 8,200 congenital heart surgeries with success rates comparable to advanced countries; nearly 2,000 thoracoscopic surgeries annually, with a total of over 25,000 surgeries per year.
  • Introduced 30–60 new medical techniques each year, many of which were first performed in Vietnam.

Training and Scientific Research

  • Training: Implemented 159 continuous medical education (CME) programs and 138 short-term training courses, reaching nearly 9,500 learners.
  • Research: Carried out 2 state-level, 7 ministerial-level, 7 hospital-level, and 1 VinIF-funded research project. Hundreds of scientific articles published annually, with 30–50 in international journals.
  • Currently hosts 39 professional societies, 73 scientific clubs, and 69 scientific conferences (both in-person and virtual) attracting over 40,000 participants each year.

International Cooperation

  • Between 2023 and 2024, nearly 200 hospital staff members attended international conferences and forums.
  • Welcomed over 300 international experts for professional exchange, technical transfer, teaching, and clinical consultations.

Support for Lower-Level Healthcare Facilities

  • Effectively implemented national targeted programs such as satellite hospital networks, Project 1816, and mobile radiology clinics.

Disease Prevention and Control

  • 2020–2022: Successfully met key specialized targets and supported the southern region in pandemic response. Administered COVID-19 vaccines to over 200,000 individuals.
  • 2023–2025: Continued responding to the “pandemic prevention” phase of COVID-19 with ongoing surveillance, risk forecasting, early detection, isolation, and containment.
  • Updated treatment protocols for dengue fever, hand-foot-mouth disease, and pneumonia; strengthened training and readiness to respond to unusual outbreaks or emerging infectious diseases.

Hospital Operations and Management

Professional Management

  • Daily clinical handovers and weekly medical review meetings conducted regularly.
  • Over 1,000 hospital-wide clinical case discussions were held; more than 770,000 surgical cases reviewed and approved. Maintained over 50 annual internal inspection teams focused on monitoring service quality, addressing clinical incidents, and improving medical practice.

Human Resources and Recognition

  • Emulation and commendation: 2 physicians awarded the title “People’s Doctor”, 27 physicians awarded “Outstanding Doctor,” with multiple recognitions from the Ministry of Health, the Government, and Labor Orders from the State.

Digital Transformation

  • The hospital has actively applied information technology in operations and management, though challenges with infrastructure persist.

Procurement and Bidding

  • Procurement processes carried out in an open, transparent, and legally compliant manner, ensuring effective and economical purchasing of drugs, medical equipment, and supplies.

Hospital Operations and Management

Logistics and Technical Support

  • Technical systems operated stably, ensuring fire safety, security, and environmental hygiene.
  • Internal communications strengthened via website, social media platforms, and press outlets, contributing to a positive public image of the Hospital.

Infrastructure Development – Campus No. 2

  • The construction project commenced in 2023 and is progressing on schedule. It is a key development initiative in celebration of the 80th anniversary of Vietnam’s National Day (September 2, 1945 – September 2, 2025).

Financial Management

  • Implemented the principle of “accurate revenue – efficient expenditure”; proactively mobilized resources under difficult conditions to ensure continuous operations and reinvestment to improve staff income.
  • Maintained financial stability and autonomy without dependence on the state budget.

ACHIEVEMENTS IN DELIVERING POLITICAL MANDATES (2020–2025 TERM)

Party Building

  • The Party Committee of the Vietnam National Children’s Hospital provided comprehensive leadership in Party building across ideological, political, organizational, and ethical dimensions.
  • The 21st-term Party Congress and all affiliated grassroots Party cells were successfully organized in accordance with Party regulations.
  • Political and ideological education was carried out effectively, closely linked with the study and emulation of President Ho Chi Minh’s thought, morality, and lifestyle.
  • Key resolutions and directives, including Directive No. 05, the 13th Central Committee’s 4th Resolution, and Directive No. 27 on thrift and anti-wastefulness, were thoroughly implemented.
  • Emphasis was placed on strengthening leadership capacity, renewing operational approaches, strictly enforcing Party discipline, and promoting internal self-criticism and self-correction. Throughout the term, 120 new Party members were admitted, bringing the total to 563 members across 17 Party cells.
  • Inspection and supervision work was conducted regularly to uphold discipline and integrity. The entire Party Committee remained united, ideologically steadfast, and maintained a firm foundation of trust.
  • Party leadership also guided administrative units in maintaining political security and public safety within the hospital’s premises.

Carrying Forward a Proud Legacy, Striving to Be Among the Top Three Pediatric Hospitals in the Region

In the 2025–2030 term, the Party Committee of the Vietnam National Children’s Hospital has set the goal of building a smart hospital that leads in advanced pediatric techniques and research at both the national and regional levels. The strategic focus will be on specialized expertise, digital transformation, scientific research, training, and modern governance, aligned with political objectives and social welfare needs.

In terms of Party building, the hospital will prioritize political and ideological education, strictly implement key directives and resolutions, improve Party member quality, and develop high-caliber cadres through strategic planning and training, ensuring adherence to the principle of democratic centralism. Leadership at all levels will accelerate administrative reform and enhance staff capacity, while the Trade Union and Youth Union will continue to play active roles in protecting rights, fostering ethical and ideological orientation, and promoting emulation movements throughout the hospital.

In his directive remarks at the Congress, Mr. Nguyen Anh Cuong – Permanent Deputy Secretary of the Dong Da District Party Committee and Chairman of the District People’s Council – acknowledged and highly praised the remarkable achievements of the hospital’s Party Committee in the past term, particularly amid the challenges of the COVID-19 pandemic. These accomplishments have significantly contributed not only to the overall development of the health sector but also to the successful fulfillment of the district’s political responsibilities.

He emphasized that the Party Committee of Vietnam National Children’s Hospital has for many consecutive years been recognized for its outstanding performance and remarkable achievements in implementing Directive No. 05-CT/TW of the Politburo on studying and following President Ho Chi Minh’s thought, morality, and lifestyle. Numerous collectives and individuals have been awarded Labor Orders, Certificates of Merit from the Prime Minister, the Ministry of Health, and other ministries and agencies.

Regarding future directions, he urged the Party Committee to continue fostering unity, innovating leadership and management methods, and focusing on achieving the set objectives. These efforts, he stressed, will lay the foundation for gradually building a modern hospital that increasingly meets the healthcare needs of children.

At the Congress, following the presentation of the Party Committee’s political report for the 2020–2025 term, delegates engaged in in-depth discussions on the role of the Party organization in supporting professional activities, enhancing the quality of all operational areas, and contributing to the sustainable, high-quality development of the Vietnam National Children’s Hospital, as well as to building a clean, strong, and disciplined Party Committee.

The Congress also voted to adopt its Resolution and elected the 22nd-term Executive Committee, comprising 15 exemplary members recognized for their intellect, integrity, professional competence, and high sense of responsibility.
